years at the sharp end of property and construction — across the full project lifecycle.

Projects and construction businesses fail in the decisions, not the documents. ALR Advisory sits beside the people accountable for outcomes — bringing the experience to see around corners, the independence to say what needs saying, and the depth in the Victorian market to make it count.

About

Two decades of decisions at the sharp end of business and projects.

Portrait of Andrew La Rocca

Andrew La Rocca founded ALR Advisory to put genuine executive experience within reach of the organisations delivering Victoria's major projects.

Across more than twenty years, Andrew has held senior and executive roles spanning the full project lifecycle — procurement and development management for clients, and operational leadership, bidding and delivery for head contractors. He has sat on both sides of the table, which is precisely why his advice lands: he understands the pressures, the incentives and the decisions each party is really facing.

His work runs from the earliest commercial strategy through to the hardest conversations when projects come under stress. Clients value the clarity; contractors value the candour; everyone values the depth of relationships and market knowledge that only comes from twenty years inside the Victorian sector.

How we work
01
Executive judgement
Advice at the level where the decisions are actually made — not a report you have to translate.
02
Whole of lifecycle
From business case and procurement to delivery, dispute and recovery. We don't hand off at the hard part.
03
Independent & aligned
No vested interest but your outcome. We tell you what you need to hear, early.
04
Market depth
The relationships, context and market knowledge that move projects forward.
Services

Three streams of work, one standard of judgement.

Whether you're commissioning a project, competing to deliver one, or funding it, the need is the same: clear-eyed advice from someone who has been there. Our work divides into three streams.

AFor clients
01
Procurement advice
Strategy and structure for how a project is taken to market — model selection, packaging, risk allocation and tender approach that set delivery up to succeed.
02
Development management
Executive oversight of the development process — managing consultants, programme, budget and stakeholders against your commercial objectives.
03
Pre-construction management
Getting everything right before a shovel hits the ground — design readiness, approvals, procurement and contract close-out.
04
Early contractor involvement
Structuring and managing ECI so contractor expertise improves buildability and price certainty without eroding your position.
05
Construction delivery monitoring
Independent eyes on delivery — programme, cost, quality and risk — with the seniority to escalate and resolve before issues compound.
06
Dispute avoidance & resolution
Commercial nous when relationships strain — from early intervention to negotiated settlement and expert support.
BFor contractors
01
Fractional executive
Senior leadership capacity without a full-time hire — strategy, commercial and delivery oversight on the days you need it.
02
Interim executive roles
Experienced hands to steady the ship through transition, growth or stress — stepping into the role until the right permanent leader is in place.
03
Market positioning
Where you play and how you win — refining the offer, the target work and the story that gets you shortlisted.
04
Major bid management
Leading or strengthening pursuit of the bids that matter — strategy, win themes, pricing posture and the discipline to deliver a compelling submission.
05
Business audits
A frank, independent read on the health of the business — commercial, operational and delivery — and a clear plan to act on it.
06
Leadership capability review
Assessing the team carrying the business forward — strengths, gaps and the moves to build the bench you'll need.
CFor financiers
01
Project due diligence
Independent technical and commercial diligence on the project, the parties and the contract structure — before and during funding.
02
PCG representation
Sitting on the Project Control Group as the financier's independent voice, holding delivery to account against programme and budget.
03
Delivery & drawdown monitoring
Ongoing oversight through construction — progress against programme and budget, with the seniority to certify drawdowns and flag issues early.
04
Distressed project diagnosis
A fast, frank read on a project under stress — where it really stands, what's driving it, and the realistic options.
05
Project turnaround & recovery
Hands-on support to restructure delivery, renegotiate where needed and steer a stalled project back to a fundable path.
06
Project takeover strategy
When a project must change hands, the strategy and plan to take it over, stabilise it and see it through to completion.
